The impact of cross border access to audiovisual content on EU consumers

In May 2016 a report examining the potential impact of proposals for cross-border access to audio- visual content on EU consumers was published by economic consultancy Oxera and media consultancy Oliver & Ohlbaum. The report found that full cross border access to content would erode the exclusive territorial exploitation of film and TV rights in Europe and could result in substantially lower levels of investment in TV and film content, with viewers suffering welfare losses worth up to €9.3bn as a result of losing access to content and services they currently enjoy and higher prices.
